Deputy Minister of Internal Affairs of the Azerbaijan republic - Command of the Internal Troops lieutenant-general Mammadоv Shahin Isgandar

 Mammadоv Shahin Isgandar was born on January 10, 1961 in Yenikand village of Gazakh region (current Zalimkhan village of Aghstafa region).
He graduated Saratov Higher Military Command School of the Ministry of Internal Affairs of the USSR in 1986 and the academic course of Strategic Studies and State Defense Management of the Military Academy of the Armed Forces of the Republic of Azerbaijan in 1999.

In 1979-1981, he received a temporary general military service in the Internal Troops of the Ministry of Internal Affairs of the USSR.
He studied at Higher Military Command School of the Ministry of Internal Affairs of the USSR in 1982-1986.
In 1986-1992, he served as Outpost Chief Assistant for political division, Deputy Command of Battalion – Chief of Staff in the Internal Troops of the Ministry of Internal Affairs of the USSR.
He was sent to the Main Department of Internal Troops of the MIA of the Azerbaijan Republic in 1992 to continue his service.
He served as a Command of Special Battalion, Deputy Command of Brigade – Chief of Staff and Regiment Command in the Internal Troops of the Ministry of Internal Affairs of the Azerbaijan Republic in 1992-1997, as Deputy Chief of Staff, Deputy Chief of Staff – Chief of Operation and Combat Training Department, First Deputy Chief of Staff of the Internal Troops in the Main Department of the Internal Troops in 1998.
He has been rewarded the military title “major-general” under the Decree dated on March 09, 2011 of the Azerbaijan Republic President.   

He was appointed to the position of Deputy Minister of Internal Affairs of the Azerbaijan republic – Command of the Internal Troops under the Decree dated on November 15, 2013 of the Azerbaijan Republic President.   
He has been rewarded the military title “lieutenant-general” under the Decree dated on March 11, 2015 of the Azerbaijan Republic President.

He has been honored with various awards for his particularly distinctive performance in combat tasks, in the protection of public order and public safety, and for demonstrating high professionalism in the performance of his service duties. He has been awarded the medals of “for military services” under the Decree dated on June 30, 2002 and “for the sake of mother land” under the Decree dated on March 10, 2012 of the Azerbaijan Republic President.
He is married, and has three children.
