Guided by Item 23 of the Article 109, of the Constitution of the Republic of Azerbaijan, I hereby decree:
In connection with the 23rd anniversary of the establishment of the Internal Troops of the Ministry of Internal Affairs of the Republic of Azerbaijan, to reward them for their participation in ensuring the territorial integrity of the state, their courage in battle, distinguishing themselves in the performance of their service duties and the tasks assigned to the military unit:

 On 9 January, the Deputy Minister of Internal Affairs, the Commander of Internal Troops Major-General Shahin Mammadov received a delegation led by Colonel General Atilla Gulan, Chief of the Logistical Department of the Central Headquarter of the Turkish Armed Forces. The sides exchanged views on bilateral military cooperation, and the perspectives.
On 17 January, the Deputy Minister of Internal Affairs, the Commander of Internal Troops Major-General Shahin Mammadov visited the military unit “N” in Zagatala region to check the status of preparations for fulfillment of combat service tasks put forward in 2014. He had a general overview of the military unit, was interested in the social and living conditions of the staff and the combat service activity. On 18 January, the Commander of the Internal Troops was interested in the social and living conditions of the military unit in Shaki, accepted the soldiers’ parents and listened to their requests.
A delegation consisting of officers from Department of Staff and Planning – Principles of the Central Headquarter of the Military Police of the Republic of Turkey was at the official visit at the Internal Troops on 19-24 January. The main purpose of the visit was to exchange experience on staff issues between the Internal Troops and the Military Police forces. On 21 January, the delegation met with the Deputy Minister of Internal Affairs, the Commander of the Internal Troops, Major General Shahin Mammadov.
On 25 January, the Deputy Minister of Internal Affairs, the Commander of the Internal Troops, Major General Shahin Mammadov visited the military unit of the Troops in Guba and got acquainted with the organization of military service and the social and living conditions of the staff.
Within the framework of his visit to the regions, the Deputy Minister of Internal Affairs, the Commander of the Internal Troops, Major General Shahin Mammadov visited the military unit “N” of the Troops in Barda region on 1 February. The Commander of the Internal Troops watched a special tactical training in the military unit and praised the readiness of the staff.
On 3 February, a delegation led by the Deputy Minister of Internal Affairs, the Commander of the Internal Troops, Major-General Shahin Mammadov made an official visit to the Republic of Turkey. Within the framework of the visit which lasted till 6 February, he met with the Commander of the Military Police of the Republic of Turkey, Army General Servet Yoruk, the Commander of Military Academics Army General Yalchin Ataman, the Commander of Training of the Military Police, Colonel General Ibrahim Yashar, The Commander of the Military Police Schools Lieutenant General Ali Lapanta, Regional Commander of Ankara Military Police, Major General Musa Chitil, and other officials, as well as Azerbaijani officers studying at the Military Academy located in Istanbul.
On 15February, there was the inauguration ceremony of young soldiers at the State Flag Square. On his speech, the Deputy Minister of Internal Affairs, the Commander of the Internal Troops, Major General Shahin Mammadov congratulated the young soldiers who started their service in the Troops with their military oath, and advised them to be sincere, courageous and disciplined always ready to defend the country, in a word, to formulate all features specific to the soldiers of Azerbaijan.
On 16 February, the Deputy Minister of Internal Affairs, the Commander of the Internal Troops, Major-General Shahin Mammadov met with the parents of the soldiers in the military unit “N” of the troops. The main purpose of the meeting was to hear parents' appeals, their opinions on the current situation.
On 22 February, the 25th anniversary of the "N" military unit of the Internal Troops which has passed an honorable way was celebrated. The congratulatory message of the Deputy Minister of Internal Affairs, the Commander of the Internal Troops was delivered to the staff.
On the eve of the 22nd anniversary of the establishment of the Internal Troops, a new residential complex for officers and master sergeants was given into use in the territory of the N military unit. The Minister of Internal Affairs of the Republic of Azerbaijan Colonel General Ramil Usubov attended the event.
On 12 March, a solemn ceremony was held at the Headquarters of the Internal Troops on the occasion of the 22nd anniversary of the establishment of the Internal Troops. The Minister of Internal Affairs of the Republic Colonel General Ramil Usubov, Deputy Defense Minister of the Republic of Azerbaijan, Deputy Head of the Presidential Administration, Lieutenant General Vahid Aliyev also attended the event. At the event, a group of distinguished servicemen were presented state awards and military ranks.
The staff of the Internal Troops, who celebrated the 22nd anniversary of the establishment of the Internal Troops on 12 March, visited the State Flag Square, which is of exceptional importance in the study of our statehood history and our state attributes.
On 15March, a group of officers from the Internal Troops visited the Heydar Aliyev Center where they got acquainted with interesting facts about the Great Leader, photo and video materials, as well as other unique exhibits.
On 6 April, the Deputy Minister of Internal Affairs, the Commander of the Internal Troops, Major-General Shahin Mammadov visited the military unit “N” of the Troops and interested in the condition of barracks, the living conditions, nutrition, health and safety of the staff, as well as the construction and landscaping works carried out in the area.
The Deputy Minister of Internal Affairs, the Commander of the Internal Troops, Major-General Shahin Mammadov visited the military units of the Troops on April 13, 20 and 27, and met with the soldiers’ parents and listened to their requests.
On 16 April, the Deputy Minister of Internal Affairs, the Commander of the Internal Troops Shahin Mammadov visited the military unit “N” of the Troops in Nakhchivan, and closely interested in the organization of the combat service activities, social and living conditions, educational institutions, military hostels,  and the health of the personnel in medical center.
On 18 April, a meeting was held on “The 69th Anniversary of the Victory in the Great Patriotic War” with young soldiers newly recruited to military service in the N military unit of the Internal Troops. The chairman of the Veterans Council of the Ministry of Internal Affairs Ramiz Akhundov, World War II veteran Mehdi Mehdiyev, PhD in Pedagogy, Associate Professor Bahruz Nasirov and Commander of the Military Unit attended at the meeting.
On 6 May, on the eve of the 91st birthday of the National Leader Heydar Aliyev, there was a solemn ceremony at the Headquarters of the Internal Troops. Member of the Political Council and Board of the New Azerbaijan Party, Deputy Executive Secretary, MP Mubariz Gurbanli and MP Aydin Mirzazade attended the event.
On 17May, there was the inauguration ceremony of the young soldiers who newly joined the ranks of the Internal Troops. The congratulatory note of the Deputy Minister of Internal Affairs, the Commander of the Internal Troops was delivered to the young soldiers who had given military oath at the ceremony.
On 17 May, there was a trip of the pupils of the Vocational High School No. 12, Baku, to the “N” Military Unit of the Troops in order to educate young people of our country living in the conditions of war in the patriotic spirit. The pupils have got acquainted with the the conditions created for military servicemen.
On 27 May, there was a solemn ceremony on the occasion of Republic Day in the military unit “N” of the Troops, jointly organized by the Internal Troops of the Ministry of Internal Affairs and Sabail District Executive Power. The district community, students from high schools of that district, high school students and staff of the Troops, attended the event, organized with participation of the Commander of Internal Troops and the Sabail District administration.
On 28 May, there was a ceremony dedicated to the commissioning of a new 12-storey, 102-apartment residential complex with a total area of  9500 square meters built for the officers and the master sergeants in territory of the military unit of the Internal Troops located in the Narimanov district. The Minister of Internal Affairs of the Republic of Azerbaijan Colonel General Ramil Usubov attended the event.
The official website of the Internal Troops ("www.dq.mia.gov.az") has been launched since 30 May. The main purpose of the website is to increase the efficiency of public relations of the Internal Troops, as well as to regularly inform the public about the innovations in the life of the Troops.
On 6 June, there was the graduation ceremony of the 11th graders of the Master Sergeant Courses of the Higher Military School of Internal Troops. The officers of Military Police of the Republic of Turkey on mission in the Internal Troops attended the event, along with the official of the Head Department of Internal Troops. 
On 10 June, the delegation of the Central Headquarter of the Military Police of the Republic of Turkey visited the Internal Troops. The delegation led by the Colonel Ibrahim Enver Sungur was received by the First Deputy Commander of the Internal Troops Commander-in-Chief Major General Shirin Khalilov. The sides expressed their satisfaction with the development of cooperation between the two organizations.
On June 10, there was an event on the theme “The heroic examples of military units during the war for the territorial integrity of the Republic of Azerbaijan” for the cadets and the staff at the Higher Military School of Internal Troops on the initiative of the War Veterans and International Armed Forces Public Union of the Republic of Azerbaijan (WVIAFPU).
The Rhythmic Gymnastics European Championship, which started on 13 June at the National Gymnastics Arena, was finalized on 15 June. The provision of public order both inside and outside the arena of the event was carried out by the military personnel of the Internal Troops at the highest level, along with police officers.
On 26 June, large-scale joint operational tactical exercises of the Ministry of Defense, Internal Troops of the Ministry of Internal Affairs and the State Border Service were held on the occasion of the 96th anniversary of the establishment of the Armed Forces of the Republic of Azerbaijan.
On 27 June, there was a presentation of the documentary film “Son of the Name” dedicated to the National Hero Gorkhmaz Eyvazov, directed by Yalchin Verdiyev, at the N military unit of the Internal Troops on the occasion of Azerbaijan Armed Forces Day. Members of the Azerbaijani Parliament such as Asim Mollazade, Ganira Pashayeva, Aydin Mirzazade, families and friends of National Heroes - Gorkhmaz Eyvazov, Gultekin Asgarova, Rasim Ibrahimov and Mazahir Rustamov and mass media were present at the event.
On 9 July, there was a solemn ceremony on occasion of the presentation of the War Flag and the graduation of the students of the military school at the Higher Military School of Internal Troops. The Minister of Internal Affairs of the Republic of Azerbaijan Colonel General Ramil Usubov attended the ceremony.
On 18 July, a group of nine people of the Military Police of the Republic of Turkey serving in the Internal Troops has completed the term of office. On this occasion, the Deputy Minister of Internal Affairs, the Commander of the Internal Troops, Major General Shahin Mammadov has met with the staff and expressed his gratitude for their assistance.
On 19 July, the Deputy Minister of Internal Affairs, the Commander of the Internal Troops, Major-General Shahin Mammadov met with newly recruited young soldiers in the N military unit. He advised young soldiers to be responsive to the service, giving them extensive information about the challenges facing the Internal Troops.
On 20 July, the Deputy Minister of Internal Affairs, the Commander of the Internal Troops, Major General Shahin Mammadov met with parents of the young soldiers in the N military unit. During the meeting, detailed information was provided about the conditions created for the military service and personnel in the Internal Troops and the questions of the parents were responded.
 On 1 August, the 5th anniversary of the formation of the military unit "N" was celebrated solemnly. The congratulatory note of the Deputy Minister of Internal Affairs, the Commander of the Internal Troops on this occasion was read and successes in service and combat activity were wished.
The Deputy Minister of Internal Affairs, the Commander of the Internal Troops, Major General Shahin Mammadov was at the military unit N in Barda between 4 -6 August and interested in the combat training of the military unit, the condition of the training, the living conditions and supply of the staff.
On 5 August, there was ceremony of farewell of the children of the Garabagh war invalids and veterans, and children from vulnerable and impoverished families, pupils distinguished in education and the sport to a patriotic-oriented summer camp named “Shahinlar” in Guba region, on the initiative of the Internal Troops of the Ministry of Internal Affairs, Sabail District Executive Authority and a joint project of the Azerbaijan International Education Complex.
On 16 August, inauguration ceremonies of young soldiers were held at the military units of the Internal Troops of the Ministry of Internal Affairs in Baku and Hajigabul District. After making oath on loyalty to the Motherland, the congratulatory note of the Deputy Minister of Internal Affairs, the Commander of the Internal Troops was proclaimed to the young soldiers.
On August 27 and 28, the days of the formation of the “N” military units of Troops were celebrated. The Deputy Minister of Internal Affairs, the Commander of the Internal Troops sent his congratulatory letter to the staff of both military units on the occasion of the anniversary.
A delegation of the Central Headquarter of the Military Police of the Republic of Turkey headed by Colonel Zekeriya Damirdagh visited the Internal Troops from 26 to 29 August. The deputy Commander of Internal Troops, the Chief of the Logistical Department Major General Fakhraddin Samadov received the delegation. During the visit, the officers of the Central Headquarter of the Military Police get acquainted with the conditions created for military servicemen in the High Military School of the Internal Troops and in the N military unit.
On 1 September, there was an opening ceremony of the school year in the kindergarten located in the military unit “N” of the Internal Troops and with all conditions.
On 4 September, the Deputy Minister of Internal Affairs, the Commander of the Internal Troops, Major General Shahin Mammadov congratulated the military servicemen awarded with metal of “Veteran of the Armed Forces of the Republic of Azerbaijan” and first, second and third degrees of the medal for “Perfect military service” of the Republic of Azerbaijan under the decree of the Minister of Internal Affairs Colonel-General Ramil Usubov, at the event held in the Head Department of Internal Troops.
On 4 September, the Deputy Minister of Internal Affairs, the Commander of the Internal Troops, Major General Shahin Mammadov received the officers of the Military Police of Turkey Colonel Eyyup Shakari whose mission in the Internal Troops is completed and Colonel Izzat Jurali who just started his service. At the meeting, Major General Shahin Mammadov expressed this gratitude to the Colonel Eyyub Shakar for this successful activity and rewarded him with a “Distinguished Service” badge. He also wished success to the new adviser, Colonel I. Jurali in his future activities.
On 9 September, there was a meeting on the state of military discipline and on the forthcoming tasks of the Military Council of the Head office of the Internal Troops. The Chief Adviser of the Defense Assistance Service of the President of the Republic of Azerbaijan Major General Rovshan Tapdigov, Heads of department and services of Headquarters, Commanders of Military Units, Deputy Chiefs of Education Departments and Heads of Education Departments attended the meeting.
On 12 September, there was inauguration ceremony of the cadets at the Higher Military School of Internal Troops for the first time. The Deputy Minister of Internal Affairs, the Commander of the Internal Troops, Senior Officers of the Main Office and parents of the cadets attended the event.
On 15 September, there was the opening ceremony of the 2014-2015 academic years at the Higher Military School of Internal Troops. On the occasion of the opening of the academic year, the congratulations and the advices of the Deputy Minister of Internal Affairs, the Commander of the Internal Troops were proclaimed to the staff, pedagogical collective, as well as to the new recruits to the Higher Military School this year.
A delegation led by the Deputy Minister of Internal Affairs, the Commander of the Internal Troops, Major General Shahin Mammadov paid an official visit to the Republic of Belarus from 16 to 18 September. During the visit, Major General Sh.Mammadov met with the Minister of Internal Affairs of the Republic of Belarus, Major General Igor Shunevich, and the Deputy Minister of Internal Affairs, the Commander of Internal Troops Major General Yuri Karayev. During the meeting, the importance of further expansion of relations between the relevant structures of Belarus and Azerbaijan was noted.
On 22 September, President of the Republic of Azerbaijan, Supreme Commander-in-Chief of the Armed Forces Mr. Ilham Aliyev attended the opening ceremony of a new campus built in the military unit “N” of the Internal Troops in Gabala.
On 20 October, a delegation of the Central Headquarter of the Military Polic of the Republic of Turkey headed by Major Munir Yuksel Gurfiliz paid official visit to our country. During the four-day visit, the delegation visited the Headquarters of the Internal Troops, the High Military School, as well as several military units. The purpose of the visit was to study the process of adaptation of young soldiers to military service, familiarization with the work done in this direction.
On 2 November, the Deputy Minister of Internal Affairs, the Commander of the Internal Troops, Major General Shahin Mammadov was in one of the military units in Baku in order to check the barracks and living conditions, supplies, nutrition and health of young soldiers and met with young soldiers.
On 12 November, the delegation led by Commander of the Military Police of the Republic of Turkey, Army General Abdullah Altay met with the Deputy Minister of Internal Affairs, the Commander of the Internal Troops Major General Shahin Mammadov at the Head Department of Internal Troops. During the meeting, the sides discussed issues of expanding bilateral relations and development of cooperation.
On 15 November, the inauguration ceremonies of young soldiers were held at the military units of the Internal Troops in Baku and Hajigabul District. Senior officers of the Head Department of Internal Troops, members of the Veterans Council of the Troops, as well as parents of the soldiers participated at the ceremony.
On 19 November, the 20th anniversary of the establishment of the military unit “N” was celebrated with great enthusiasm. On this occasion, the Deputy Minister of Internal Affairs, the Commander of the Internal Troops congratulated the staff.
On 22 November, the Exemplary Military Orchestra gave a concert in front of the staff on the occasion of its 20th anniversary at the Headquarters of the Internal Troops. The Commander of the Internal Troops, as well as the military personnel of the Head Office and military units in Baku attended the concert.
On 16 December, the newspaper of the Internal Troops “Asgar” celebrated its 22th anniversary.

 

Service in Internal Troopst

 Every year, “12 March Internal Troops Day” is celebrated with great enthusiasm in all the military units of the Internal Troops of the MIA. Already 22 years have passed. During this year, our troops have come to a great deal of coping with the challenges that arise out of their duties and have shown how strong and powerful they are. In these years, which are very short, the Internal Troops made steps together with our independent state. The history of the troops is an indispensable part of independent Azerbaijan.
The Internal Troops has been established and promoted and become a professional institution with high combating readiness due to the words, deeds, special care and attention of our nationwide leader Heydar Aliyev. Looking at our history, we can see that there is the activity of the great leader in every page of our 22-years history. As a peer of the independent Azerbaijan, Internal Troops has passed its establishment, formation and development period together with Haydar Aliyev, and by referring to his recommendations, and instructions. The great leader while being the President of Azerbaijan accepted law of the Republic of Azerbaijan on “Status of the Internal Troops” which defined some positions regarding the struggle against the criminality, prevention of various sabotages against the state and the statehood, in support of the tranquility and the order. Nationwide Leader Heydar Aliyev, who repeatedly praised the loyal service of the staff to the state and the statehood, had signed decrees for the improvement of the social insurance of the military servicemen and highly awarded them.
Today, the staff of the Internal Troops is brought up in the spirit of the respect, love to our nationwide Leader and loyalty to his ideas.  All the servicemen who served yesterday, serves today and will serve in future will never forget the attention and care of the great leader in the development of the troops, formation of the troops as a world-class institution, and will always remember with the deep gratitude.  
The President of the Republic of Azerbaijan, Supreme Commander-in-Chief Mr. Ilham Aliyev continues the attention and care of Haydar Aliyev to the Armed Forces, as well as the Internal Troops, and also his ideas. The provision of the logistics and social base of the Internal Troops with high-tech equipment is the real evidence of the care.
Every year, the younger generation joins the Internal Troops. They protect the interest of the staff, society and the state, and the constitutional rights of the citizens. Of course, all the measures taken by the Internal Troops have been based on concrete principles.
The duties of the Internal Troops were determined by the Law of the Republic of Azerbaijan “On the Status of Internal Troops” dated on 8 February 1994. Under the law, the Internal Troops protect the interests of the staff, society and the state, the constitutional rights and freedoms of citizens against offenses and other unlawful acts by fulfilling their duties.
At the same time, the Internal Troops protect important public facilities, communication facilities and special cargo.
Protecting the public order along with the internal affairs agencies, as well as maintaining the public security during the public events is one of the main tasks of the Internal Troops. Internal Troops also assist internal affairs agencies to take urgent measures to save people from natural disasters and other emergencies, to protect property that has been left in abeyance, and protect public order.
One of the tasks of the Internal Troops is to participate in defense of the territory of the Republic of Azerbaijan, if necessary.
For the fulfillment of the assigned tasks, the Internal Troops are at the forefront of maintaining the combat readiness, the quality and organization of the personnel training in line with the real conditions.
All this serves only one purpose, i.e. high level of preparedness of the Internal Troops to fulfill their duties.
Honor, bravery, courage, responsibility! This is an invaluable quality that formalizes inside the servicemen of the Internal Troops and inspires them to stand on the guard of the Motherland decently!
Inner power, inner strength, these are the qualities that make a path to more success in the maintenance of the public quiet, and stability and struggle against the criminality. Civil people and state believe in the strength and power of our military servicemen.
The 22-years of service prove that the Internal Troops are always ready and able to challenge the military combat services of state importance which stand in front of them as loyal guardians of the tranquility.
This is the Internal Troops: The troops that are always within the people, and close to them: Troops that unite the hundreds of brave men in their ranks!

Internal Troops: A glance to the road in 20 Years after the Cease-Fire 

 20 years passed since the ceasefire was declared in the Armenian-Azerbaijani conflict in 12 May. The ceasefire agreement signed on 12 May 1994 resulted in the end of the war on the Armenian-Azerbaijani border, as well as on the line of contact between the territories of Azerbaijan occupied by Armenian military forces. At that time, a large number of Azerbaijani troops were concentrated in the Fizuli region. No serious progress has been achieved after the successful Horadiz operation in that direction until the cease-fire was declared.
Notwithstanding this, counter-attacks of the enemy in that front line were prevented, and we succeed to keep the positions. In those days, a positive turn had been experienced in the moral-psychological situation of the staff of Internal Troops participating in the battles. Taking the military superiority by cleaning the Jojug Marjanly village of Jabrail region from the enemies by our servicemen, restoration of the self-confidence of the troops after the severe battles in 1993 is one of the facts in the Garabagh war chronicle of the Internal Troops which makes to feel sympathy and costs to remember.
On May 1994, no one could have imagined that the ceasefire would be long-lasting, and that our lands would remain occupied for so long. Obviously, this reality is not a matter of our country's will. Over the past 20 years, we have gone through a difficult path of peace. Azerbaijan has expressed its utmost in the intense diplomacy, political and ideological confrontation. It has been able to establish firm economy, and increase its demographic advantage, despite the countless difficulties, and without being subject to any pressure as a state, the part of its territory being occupied. Most importantly, the ceasefire has been purposefully and effectively used in terms of army building.
I do not have any idea of extensive analysis of the processes of the army during the ceasefire period. I would like to review the achievements of the Internal Troops within this process and important development indicators.
In the past, the Internal Troops have almost begun to form again. The legal-normative base of the Internal Troops has been established. Soviet era directives, orders and instructions, statutes and regulations have lost their force.
The material and technical base of the military units of the Internal Troops has been strengthened and new military units have been created in some regions and have taken its place in the social security system. In addition, flexible escort divisions of the Internal Troops have been formed. This has sufficiently increased its combat potential. Our servicemen have demonstrated their skill in jumping out of parachute and have been overwhelmed by this test.
In recent years, international cooperation has been expanded and steps have been taken to ensure that the servicemen of the Internal Troops received military training and a course of improvement in different countries. Some of our military men have demonstrated a high level of training results at military educational institutions abroad. There was an exchange of useful experiences with foreign colleagues on different aspects of international cooperation.
Nutrition, clothing supply and medical care has been brought to the level of modern requirements. New barracks have been constructed for soldiers, new apartments have been given into the use of officers and the master sergeant and their family members and at the same time a center has been established to provide them with a high level of comfort.
Relevant training programs have been developed, training materials have been upgraded and the use of modern technologies has been developed for the successful implementation of the duties by the Internal Troops.
Establishment of a training center stage-by-stage, i.e. firstly, the educational center for officers and the master sergeants, and then, the secondary military school to educate the junior officers, and ultimately, the establishment of the Higher Military School may be considered to be one of the key milestones of the Internal Troops.
During the past period special attention has been paid to moral-psychological preparation and the preservation of the spirit of war of the staff of Internal Troops. That is why, and in order to reflect the history of the Internal Troops, the foundation of the specific museum is a priceless achievement. Also in these years, certain investigations of the valuable experience of the Internal Troops in the Garabagh war on human and material losses, as well as military units involved in battles have been conducted. However, this process has not been finalized.
The emblem, war flag and badge of the Internal Troops have approved during this period. All military units were given a war flag and the crew was engrained with the sanctity of flag.
In those years, we also have succeeded in the sport. Those who raise the flag of our country as winners of the Olympic Games, World and European Championships among our military athletes are the pride of our people.
In spite of the above-mentioned achievements, the main factor of the formation of the image of the Internal Troops was the decisive fulfillment of the tasks assigned to the combat mission. This is the case today.
Neutralizing the armed criminals and the terrorist groups threatens the security of our citizens and creating risk in the public order preventing mass disorders in some districts and at different times, ensuring public security at public events, active involvement in rescue work in natural disasters, the safe protection of the facilities in the public opinion has turned idea of “they can be trusted” into reality.
 During the cease-fire, even though the Internal Troops were largely deployed as a law enforcement officer, their combat strength and persistence did not go down. The staff is able to pass any test, every single day.

The goal of becoming a powerful soldier

 The main weight of winning the battle falls on the shoulders of the soldiers. Each soldier is a shield. The sum of these shields forms the power of army. The powerful army begins with a powerful soldier. If there is no goal to become a powerful soldier, the training and discipline that is being carried out by the individual will lose its basic orientation. In general, military service, combat service activities are based on power factor. It is therefore important to be strong, to be a power bearer, to use power in a proper, adequate and inexplicable condition.
The powerful soldier's concept embodies the unity of foundations, such as physical skill, professionalism of a warrior, irreplaceable character and irreversibility. The history of the war shows that when a strong soldier need is not paid, when this need is not provided, any state or people will be subject to come face to face with the dilemma to live or die.
Our country's war experience also implies learning many lessons. Yes, we have had few strong, brave and selfless soldiers in the battlefields. Their example of bravery must be delivered to present-day soldiers. These sons threatened the enemy, placed them under command, frightened him, succeeded in their retreat, and eventually demonstrated examples in their destruction. But we have to admit that we also had soldiers who have no power to fight and who are weak and cowardly. Some of them have escaped, and have been captivated by the enemy.  Some of them put themselves and their fellow warriors under danger by becoming the real target in the battle. There is a harsh face of war, and it reveals the real faces of people. In fact, the factor that transforms the goal of becoming a powerful soldier into a vital necessity is a war test. An inactive soldier cannot pass a war test successfully.
Each soldier must serve with the purpose that “I will be loyal to my Motherland until my last breath”. The soldier should know that the state and the people are his support and he must keep high the honor of the state and nation he belongs to.
In the Garabagh war, we had soldiers who gave their chest to protect their commander from enemy bullets. Their impeccable bravery shows that patriotism, loyalty to the military oath, his respect to the commander who taught and trained him played a decisive role in the hard test. Apparently, it is the patriotic conscientious commanders who make the goal of raising a strong soldier into reality. The commander, who can prepare a powerful soldier, will not suffer defeat in the battlefield.
One of the main factors that make the soldier stronger is his family. The soldier should be confident in the heart regarding his family and should feel the spiritual support of their parents and siblings. Even the devotion of his girlfriend, her sympathy to him while passing the manhood school, and waiting him longing gives moral strength to the soldier.
One of the ways to reach a strong soldier is through the military fraternity. Military fraternity is a spiritual affiliation that is formed and reinforced in military service, and is a quality of warrior which builds confidence in his brother-in-arms. The soldier must understand that, along with individual persistence to master the battle habits and techniques, his fellow soldiers' training support, studying together, and ability to master the tactical tricks together plays a special role. You need to pay tribute to your fellow soldier who is dressed in the same military uniform, who works hard with you at the training, who marches with you, and performs service tasks.
Also a weapon and other armament he uses make the soldier to be powerful. Therefore, it is also important for soldier to gain the perfect knowledge of weapons and techniques, and to instill in him the belief that “weapons can only be pointed to the enemy”. The possession of a weapon is not enough for the bravery, and the enemy has a weapon too. It is important to keep the spirit of courage, dexterity, strength, to strive toward the target obstinately, to be patient, to practice everything taught in the trainings without losing self-control, to keep the spirit of fighting.
In recent days, our brave soldiers have been killed while rebelling against the enemy on the contact line with the enemy. The aggravated situation once again demonstrated that the liberation of the occupied lands depends on the strength and courage of the soldiers. Regardless of military service, any soldier must maintain and improve his combat readiness. The main feature of a powerful soldier is that he is strong in defense and unbeaten in the attack. He must believe in his own strength, trust in the justice, and be encouraged by the people's blessing.
One of the military strategists said that a non-powerful soldier is not a warrior, he is a target. We must never forget this truth. Today we can say with greater sense of confidence that we are strong, because we have powerful soldiers.

 The most important qualities of military service
 
The soldier Kamran Ashurov was born on 12 April 1993 in the city of Ganja. In 2010-2014, he studied at the faculty of “Aviation Transport Production” at the National Aviation Academy.
 The soldier Anar Karimov was born on 17 February 1993 in the village of Dalimammadli in the Goranboy region. After completing his secondary education in his native village, he studied at the faculty of “General Economics” at the Azerbaijan State Economic University in 2010-2014.
Both servicemen started their military service in the military unit N in July 2014. Throughout their service, they have gained the special respect of both commanders and friends as a result of their positive qualities, hard work, and knowledge and skills.
Before starting the compulsory military service, soldier K. Ashurov, who said that he had only theoretical knowledge of the military profession, was proud to say that he had practically acquired weapons and ammunition, learned tactical features of several types of weapons, and used them properly during his military service period. He noted his self-confidence as one of the most important qualities he had formed in his military service.
 The soldier A.Karimov said that he holds the same view as his fellow soldier. He added that besides all the listed qualities, they are also physically prepared. Physical and moral will allow them to cope easily with every difficulty they encounter.

Our Responsible, skillful and educated military men
 
 Soldier Murad Bakhshiyev is one of the disciplined servicemen of the military unit 67987. He was born on 3 March 1996 in Shirvan city. He has finished secondary school. He was called to compulsory military service in April 2014. He is currently serving at the patrol platoon. The commander of the unit says that Murad is very skilled.
 
The Commander of detachment the Chief Lieutenant Rahib Jafarov described the soldier M.Bakhshiyev as an example for his fellow soldiers with his knowledge, courage and diligence: “The soldier M.Bakhshiyev fully understands the duties, the tactical and technical characteristics of the weapons he has been attached to, and fulfills any tasks in timely manner and properly. He always tries to justify the trust given on him”.
Our serviceman was rewarded with "Acknowledgement" by the commander of the military unit for his exemplary service and for the results of the 2nd half-year of 2014. Soldier M.Bakhshiyev considers that it is a great honor to serve to the Motherland in the ranks of the Internal Troops. He is active in theoretical and practical exercises to increase socio-political knowledge, as well as combat readiness. He particularly distinguishes positively in fire and physical training.
 Soldier M.Bakhshiyev stressed that he would remain in the ranks of the Internal Troops and will serve the country faithfully. We wish our soldier success in his further service.

 
Soldier Elmaddin Bayramov is in the active compulsory military service in the security division of the military unit 16076 of the Internal Troops. He was born on 15 July 1995 in Gazma village of Balakan region. E.Bayramov, who graduated from secondary school in his native village in 2009, is one of the soldiers who are distinguished for activity in the guard duty of the security detachment. Our military man, who is an example for his fellow soldiers due to his high physical training, has been honored repeatedly by the Commander of the Division for his continued success in training for high combat readiness. Captain Elnur Hagverdiyev, the commander of detachment, said that E.Bayramov is very responsive to the implementation of the assigned tasks. Captain E.Hagverdiyev stressed that he trusted him as a commander. Commander of the military unit saying that E.Bayramov has had positive results in both physical training and shooting exercises, also characterized him as patriotic soldier in essence. The soldier E.Bayramov, who is deeply attached to his Motherland, shared his thoughts with us: "My greatest wish is to liberate our lands from the occupation soon, and if necessary, I will fight for the restoration of our territorial integrity till my last breath. We need courage and bravery in the battlefield. For patriot every inch of his land is dear to him”.
