“On the results of combat service activity in the first half of 2019 and forthcoming tasks” meeting of Military council was held at the Main Department of Internal Troops on July 6. Chiefs of departments and divisions, service chiefs, commanders of military units of Internal Troops and deputy chiefs of commanders attended at the meeting.  Speaking at the meeting with an introductory speech, Chief of the Council, Deputy Minister of Internal Affairs – Commander of Internal Troops lieutenant-general Shahin Mammadov said that the Internal Troops which is the part of the Ministry of Internal Affairs, carried through the execution of the tasks for the first half of 2019 at the highest level, the provision of public security and protection of public regulations were successfully implemented at all international and national events held in our country. Lieutenant – General Shahin Mammadov made a report to the First Deputy Commander of Internal Troops – Chief of Headquarters, major general Tofig Huseynov on the results of the results of combat service activities in the first half of 2019 and forthcoming tasks” after announcing the agenda of the meeting. It was noted that timely, qualitative and full implementation of specified and suddenly appeared tasks in the first half of the current year, meritorious discipline and comprehensive provision of structural sections were among the priority issues. The provision of units and sections with the warfare exercises at the highest level, effective use of forces and equipments, undisclosed and continual operation, organization of mutual activity, making battle training arrangements, increasing professional training of staff were always kept in focus as main tasks by the Headquarters of Internal Troops. To that end, special attention was paid to the training true and flexible decision-making skills in difficult situations to the commanding personnel, enhancing the theoretical knowledge and practical habits and skills of the personnel, effective use of weapons, special equipments and combat techniques, enhancing physical training, creating safe and uninterrupted communication, organization and necessary provision of troops service.  

Then, Lieutenant-Colonel Shahin Baylarov, acting in the capacity of chief of mental and psychological preperation department of Main Department, underscored that organization of educational work with the personnel of Internal Troops and military discipline were satisfactory in the first half of the year. It was noted that educational work with the personnel made for strengthening of lawfullness and military discipline, prevention of injuries and non-statutory relationships, assurance of personal leadership of commanders and chiefs, creating healthy mental- psychological atmosphere in collectives and increment knowledge on socio-political training of military servicemen. Hereafter, report-speeches commanders and their deputies of several military units were attended about current situation, causes of notable faults and deficiencies.  During the speeches, it was noted that, in general, military units have fully implemented the duties on the tasks. 

Summing up the meeting, Lieutenant-General Sh. Mammadov emphasized considering service-combat activity was satisfactory in the first half of 2019, that the quality of combat training will be improved by maintaining the high level of warfare exercises, military discipline will be strengthened and comprehensive provision of the personnel will be implemented. It was especially noted that the personnel of Internal Troops is ready to execute of orders and instructions of Supreme Commander-in-Chief, Mr. Ilham Aliyev and the Minister of Internal Affairs Colonel-General Vilayat Eyvazov. In the end, the Commander of Interior Troops set the tasks to the concerned officials in connected with duties for the next half-year. In addition to maintaining accomplishments and continuing to make progress, he required to take necessary measures in a short time in order to investigate existed drawbacks in the first half of the year, to thoroughly explore causes of them, to annihilate and to avoid repetition abovesaid faults.
