On October 22, a Military Council meeting was held at the Main Directorate of Internal Troops. The agenda included discussions on preparing the military economy of the Internal Troops for the winter season, reviewing the state of military discipline during the ninth month of the current year, and planning the activities for the 29th Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29).
Chairman of the Military Council, Deputy Minister of Internal Affairs - Commander of the Internal Troops, Lieutenant General Shahin Mammadov, who opened the meeting with an introductory speech, said that the issues discussed cover such areas as material and technical support of the personnel, social and living conditions, moral and psychological condition, as well as comprehensive preparation for the COP29 event to be held in our country in November.
Then, Deputy Commander of the Internal Troops - Chief of the Logistics Department, major-general Fakhraddin Samadov made a report on the state of preparation of the military economy of the internal troops for the winter season.
It was noted that the preparation of the military economy for the winter season is one of the priority issues in the continuous provision of combat training of units and subunits, in combat training, in the performance of service and combat missions, in meeting the material and cultural needs of personnel, in the preparation of barracks and housing stock, technical and medical equipment, weapons, machinery, and equipment, in the maintenance of material and technical means, in general, in the comprehensive provision of the troops.
It was noted that to organize winter preparations in a planned manner, in connection with the implementation of the action plan approved by the Deputy Minister of Internal Affairs, Commander of Internal Troops, technical inspections of residential and non-residential buildings, military facilities, heating, electricity, gas, water, and sewage systems were carried out by the commissions established in the Military Institute of the Internal Troops and military units, the scope of the work to be done was determined, relevant acts were drawn up, and the equipment and materials needed for the execution of the work were procured and supplied.
At the same time, to improve the living conditions of the personnel involved in the performance of combat missions in the liberated territories, the accommodation and maintenance places were provided with the necessary property and equipment.
In connection with the transition to the winter season, the personnel of the troops were provided with seasonal clothing items, the supply of food, the issuance of personnel in accordance with the standards, the sanitary condition of military canteens, and public catering facilities were under control.
Major General F. Samadov concluded his speech by expressing confidence that during the winter season 2024-2025, the Logistics Department of the Main Directorate of Internal Troops and the commands of military units will fully fulfill their tasks related to solving security problems in military units, as well as improving the service and living conditions of military personnel performing service-combat missions.
During the meeting, Colonel Zamin Rasulov, the deputy head of the personnel department and head of the moral and psychological training department, delivered a report on military discipline within the Internal Troops. He noted that the personnel are effectively carrying out their responsibilities, upholding the values of statehood and military patriotism, and demonstrating a high level of professionalism and discipline in maintaining public order, combating crime, and executing service-combat missions overall. He assured that the personnel of the Internal Troops will work diligently to preserve the achievements made in strengthening military discipline and to eliminate the existing shortcomings in the short term, and will be more responsible in the fulfillment of their assigned tasks.
Colonel Zafar Aliyev, the head of the operation and combat training department of the headquarters of the General Directorate of Internal Troops - deputy chief of staff, made a report on the state of the work done in the Internal Troops in connection with the COP29 event.
It has been observed that by the pertinent resolution of the Collegium of the Ministry of Internal Affairs regarding "The Status of Initiatives in Public Order Protection and Safety Ahead of COP29," the Internal Troops are diligently preparing for their elevated responsibilities as outlined in the approved action plan. Colonel Z. Aliyev expressed confidence that the important tasks set in the field of ensuring public order and public safety, as well as the implementation of control-release measures will be fully and qualitatively fulfilled during the COP29 event.
During the Council meeting, esteemed officials presented their reports and delivered eloquent speeches regarding the prevailing circumstances, highlighting notable achievements in their endeavors. They also addressed the underlying causes of past errors and shortcomings, detailing the diligent efforts undertaken to rectify these issues.
Concluding the meeting, Lieutenant-General Sh. Mammadov gave instructions to officials on the full completion of the work provided for by the action plan to strengthen military discipline and prepare for the winter season, provide logistics and medical support to personnel, improve social and living conditions, and operate equipment. The commander noted the importance of maintaining the moral and psychological state of the personnel at a high level. At the same time, the importance of giving importance to the comprehensive training of the personnel who will take part in the service during the 29th Session of the Conference of the Parties to the UN Framework Convention on Climate Change (COP29), which will be held in our country in November, was emphasized.
