The next Military Council meeting, titled “On the outcomes of the Internal Troops' service-combat operations in the first half of 2024 and the upcoming duties in the second half of the same year” was held in the Main Department of Internal Troops on July 10.
During the opening speech of the meeting, Lieutenant General Shahin Mammadov, the Deputy Minister of Internal Affairs and Commander of the Internal Troops and Chairman of the Military Council, stated that, one of the key structural entities of the Ministry of Internal Affairs' unified system, the Internal Troops, ensured the execution of service-combat responsibilities in the first half of 2024. It was stated that the development of army building and the reconstruction and restoration works in the territories liberated from occupation continued at a high pace as a result of the deliberate policy implemented under the leadership of Mr. Ilham Aliyev, President of the Republic and Commander-in-Chief of the Armed Forces.

Major General Tofig Huseynov, the Chief of Staff and first deputy commander of the Internal Troops, made a speech after the meeting's agenda was declared.
There was a report that in the first half of 2024, at significant state, socio-political, and sporting events, Internal Troops personnel actively assisted police officers in maintaining public safety and order, and the tasks they were assigned were completed accurately and well.
The assigned tasks were completed together with the police officers in order to maintain security, safeguard vital life-supporting items, prevent terrorism, sabotage, and other criminal actions, establish a special entry-exit regime, and carry out other crucial duties in the liberated territories.
The operations of the Operations Headquarters in the Main Department of Internal Troops and control points in the relevant military units were arranged and operational data were continually gathered and evaluated, essential relationships were built with the appropriate authorities. Furthermore, prompt delivery of the choices that were adopted ensured adaptable and continuous management of divisions and units, efficient use of resources, maintaining a high standard of moral and psychological training for staff members, and well-organized, comprehensive material and technical support.
The troops' training process was carried out during the reporting period in accordance with the requirements of relevant directive, and it was made sure that the material and technical training base was developed as well as that military personnel's commander, specialty, and firing training levels were improved.
Furthermore, in the course of everyday service operations, combat training was considered as the highest priority. Therefore, in order to ensure military personnel's individual abilities and collaborative efforts while also enhancing their field experience, personal staff members participated in shooting and field exercises, while military troops from special units attended specialized tactical training on the subject of “Team in raid activity”. Furthermore, in order to enhance the professional training of police personnel in Baku city and its surrounding territories, shooting training and practical exercises were arranged.

It was also noted in the report that the organization of educational work with Internal Troops personnel and the level of military discipline were satisfactory throughout the reporting period. It was stated that among the issues that were kept in mind were strengthening legality, maintaining military discipline, preventing injury cases and illegal relationships, making sure that commanders and chiefs set a good example, fostering a positive moral and psychological environment, and enhancing military personnel's understanding of social and political preparation.
Moreover, during the first half of 2024, progression of actions concerning strengthening of the material and technological base within the Internal Troops, the adjustment of barracks and living conditions of the personnel to modern standards, and the provision of the necessary needs of military personnel in accordance with the security norms were also brought to the attention.

During the meeting, several military unit commanders and their deputies for educational affairs presented their reports and speeches regarding the current state of issues and the causes behind the appearance of significant deficiencies and inadequacies. It was mentioned in the speeches that, in general, the military troops completed all of the responsibilities that resulted from assigned tasks.
Following the speeches, Deputy Minister of Internal Affairs - Commander of Internal Troops gave instructions to the relevant officials regarding the upcoming tasks in the next half-year. Thus, the importance of paying attention to the comprehensive training of personnel who will be involved in the service during the extraordinary parliamentary elections planned to be held in the 2nd half of the year, as well as the Formula-1 Azerbaijan Grand Prix, the 29th session of the Conference of the Parties to the UN Framework Convention on Climate Change (COP29) and other international events was noted.

Concluding the meeting, Lieutenant General Sh. Mammadov expressed his confidence that the personnel of the Internal Troops of the Ministry of Internal Affairs will show their loyalty to the people and the state and serve with dignity, he will properly fulfill the duties arising from the orders and instructions of the Minister of Internal Affairs, in response to the attention and care of the President of the Republic of Azerbaijan, Commander-in-Chief of the Armed Forces, Mr. Ilham Aliyev, together with the employees of the police authorities, he will stand steadfastly in guarding the public order and stability in the country, and wished the military personnel success in their activities.
